Diplomat blames extremists for tone of immigration debate

Mexican immigrants have been wrongly excluded from the immigration-reform debate, and building more fencing along the U.S.-Mexico border could exacerbate migration problems, Ruben Beltran, Mexico’s consul general for Los Angeles, said Wednesday.
