If they do intend to march the streets without a permit, then the local authorities must enforce all aspects of the law as an appropiate measure to ensure violence and instability will not take place. Since these hategroups are notorious for street riots and anarchy and for provoking instigation. The local authorities must learn from the past that these marches put forth by White Supremacists, almost always ends in violence. Its not a matter of denying them to exercize their Freedom of Speech, but a matter of maintaining Law & Order. These marches about 99% of the time, were never peaceful, but rather violent.
