This is interesting because, if you look at other 'third world' countries as they call it (it is actually non-industrialized), without tax receipts they rely on NGO's and NATO troops, and the others, well, let's say when the prisoners escape or take over the prisons, it's a sad and horrifying event, sometimes these prisoners are never caught.
