These statistics and policy recommendations are intended to stimulate robust debate among educators and policymakers. We believe that, once aware of the high frequency and large disparities in the use of school discipline, educators and policymakers will want more information about ways to reduce suspensions while maintaining safe and orderly school climates. If our national education leaders are serious about improving the conditions and outcomes of all of our public school students, we cannot afford to leave the issue of discipline out of the debate. We hope that this report also leads to deeper explorations of how school discipline relates to the quality of middle school education and academic outcomes, especially in school districts serving large numbers of minority youth.
