Holmes County Class Administrative Complaint Regarding Special Education

The Holmes County School District in Mississippi was systematically violating the rights of students with disabilities by failing to provide them with the educational services they deserve under federal law.

This led to some students in special education being five grade levels behind in reading and math. Students with disabilities but not in special education were constantly being disciplined because they were several years behind in their education.

The Holmes County School District has agreed to a plan that will help ensure students with disabilities are identified and given the educational services required under the federal Individuals with Disabilities Education Improvement Act. The district will also hire a consultant to oversee this plan to improve its special education services.
